Agricultural Distortion Patterns Since the 1950s: What Needs Explaining? AgEcon
Anderson, Kym; Croser, Johanna L.; Sandri, Damiano; Valenzuela, Ernesto.
This paper summarizes a new database that sheds light on the impact of trade-related policy developments over the past half century on distortions to agricultural incentives and thus also to consumer prices for food in 75 countries spanning the per capita income spectrum. Price-support policies of advanced economies hurt not only domestic consumers and exporters of other products but also foreign producers and traders of farm products, and they reduce national and global economic welfare. On the other hand, the governments of many developing countries have directly taxed their farmers over the past half-century, both directly (e.g., export taxes) and also indirectly via overvaluing their currency and restricting imports of manufactures. Thus the price...

Agriculture Productivity Growth: Is the Current Trend on the Track to Poverty Reduction? AgEcon
Valenzuela, Ernesto; Ivanic, Maros; Ludena, Carlos E.; Hertel, Thomas W..
In this study we evaluate the effect of annual productivity growth in agriculture over the 1991-2001 period on poverty in eleven developing countries. We compare this with the optimal pattern of productivity growth of comparable cost with the sole goal of maximizing poverty reduction. This comparison reveals that regional agricultural development is a viable option in the fight for poverty reduction.

Are The Poverty Effects of Trade Policies Invisible? AgEcon
Verma, Monika; Valenzuela, Ernesto; Hertel, Thomas W..
With the advent of the WTO’s Doha Development Agenda, as well as the Millennium Development Goals aiming to reduce poverty by 50 percent by 2015, poverty impacts of trade reforms have attracted increasing attention. This has been particularly true of agricultural trade reform due to the importance of food in the diets of the poor, relatively higher protection in agriculture, as well as the heavy concentration of global poverty in rural areas where agriculture is the main source of income. Yet some in this debate have argued that, given the extreme volatility in agricultural commodity markets, the additional price and poverty impacts due to trade liberalization might well be undetectable. This paper formally tests this “invisibility hypothesis” via...

Climate change and food security to 2030: a global economy-wide perspective AgEcon
Valenzuela, Ernesto; Anderson, Kym.
The effects of climate change on agriculture raise major food security concerns. We use a global economy-wide model to assess the effects on farm product prices of expected yield changes. Also modelled is an expected adverse effect of higher temperatures and humidity in the tropics on the productivity of unskilled workers in developing countries. Given the degrees of uncertainty about plausible effects of climate change, our modelling accounts for a range of yield productivity and labor shocks. The results entail consequences for international agricultural prices, national food consumption, self sufficiency, net farm income and economic welfare.

Climate Change and Food Security to 2050: A Global Economy-wide Perspective AgEcon
Valenzuela, Ernesto; Anderson, Kym.
Recent analyses of the possible adverse effects of climate change on agriculture in developing countries have raised food security concerns, especially for farm households whose crop productivity is expected to fall. The present study uses the GTAP global economy-wide model to capture at the same time the expected positive effects on temperate zone crop productivity, which will more or less offset the upward pressure on farm product prices from yield falls in developing countries. Also modelled is an expected adverse effect of higher temperatures and humidity on the productivity of unskilled workers in the tropics, but since they work in nonfarm as well as farm activities the net effect of that shock on agriculture’s competitiveness is an empirical matter....

Distortions in farmer prices since 1950s: South Africa in international perspective AgEcon
Anderson, Kym; de Nicola, Francesca; Jara, Esteban; Kurzweil, Marianne; Sandri, Damiano; Valenzuela, Ernesto.
For decades, earnings from farming in many low-income countries have been depressed by a pro-urban bias in own-country policies, as well as by governments of richer countries favoring their farmers with import barriers and subsidies. Both sets of policies reduce national and global economic growth. They also add to inequality and poverty in developing countries, since most of the world's billion poorest people depend on farming for their livelihood. Over the past two decades numerous developing country governments have reduced their sectoral and trade policy distortions, while some high-income countries also have begun reforming their protectionist policies. Drawing on results from a new multi-country research project, this paper examines the extent of...

Evaluating Poverty Impacts of Globalization and Trade Policy Changes on Agricultural Producers AgEcon
Valenzuela, Ernesto; Hertel, Thomas W.; Ivanic, Maros; Nin Pratt, Alejandro.
The poverty effects and in particular the impact of trade liberalization on smallholder livestock producers in African and South East Asian developing countries (Malawi, Zambia, Uganda, Mozambique, Vietnam, Bangladesh, Indonesia, and Philippines) is addressed by disaggregating income sources within agriculture into earnings from crop and livestock production. Given that livestock production in our developing country sample is a marginal activity with very little concentration households are stratified according to a small dependence on livestock earnings, and thus separating them from crops specialized earnings households, households who are wage labor specialized, transfer dependent households, and diversified households. We combine a macro-economic...
